Someone had this parasail tied to the back of their van and was using it to lift people. Shortly after this picture was taken the tether broke and a youngster was dragged down the beach a hundred yards or so before the ground crew could catch up with him. He appeared to have some injuries and was taken away. The winds were about 20 mph at the time and lots of tension developed in the tether before it broke.
